Fourth Plain Traffic Safety Project Website

Description:

  • The Fourth Plain Traffic Safety Project in Vancouver, WA is approximately 7 miles in length, extending from Interstate 5 east to 117th Avenue. A traffic safety fair was held on October 7, 2004 to kick-off the project.

  • Fourth Plain has the highest transit use in the city that serves several low to moderate-income neighborhoods with a large population of residents that speak English as a second language.

  • The average vehicle traffic load ranges from approximately 14,250 to 28,400 vehicles per day.

  • 927 collisions occurred during the period between January 2000 and December 2002 (nearly one collision per day).

  • One and a half percent (1.5%) of these collisions involved fatal or disabling injuries and four percent (4%) were alcohol related.

  • The majority of crashes occur during daylight hours (74%) and during clear weather (63%).

  • Crashes were evenly distributed throughout the year, although the month of October had the highest number of collisions.

  • Crashes were evenly distributed during the week with Sunday having the lowest number of crashes and Friday the highest.

  • The peak hours for crashes are 4:00 P.M. and 5:00 P.M.

Significant Characteristics of Crashes:

  • Rear end; Angle; and Sideswipe (same direction) are the leading types of collisions.

  • Inattention; Disregarding Signal; Following to Closely; and Failure to Yield to Pedestrian or Bicyclist are the leading contributing causes of collisions.

  • Crashes caused by Inattention occur at a rate 3.5 times as high as similar highways in the region.

  • Failing to yield to pedestrian or bicyclist crashes occur at a rate 4.5 times as high as similar highways in the region.
